2007-08 VFW Progress Report

  • Secured an historic increase in the VA budget that is $6 billion more than the previous year, including funding for two signature wounds of the Irag and Afghanistan wars: Traumatic Brain Injuries and Post-Traumatic Stress Disorder.

  • Demanded accountability from those responsible for the substandard outpatient housing debacle at Walter Reed Army Medical Center.

  • Helped  97,000 veterans to recover $1 billion in compensation and pension benefits from VA, as well as  represented more than 5,600 veterans and survivors at the Board of Veterans Appeals in Washington.

  • VFW Demands Passage of New GI Bill for 21st Century

WASHINGTON, April 29, 2008 – The national commander of America's largest organization of combat veterans is demanding that Congress pass S. 22, the "Post 9/11 Veterans Educational Assistance Act."

"A new GI Bill for the 21st century must be passed," said George Lisicki, who leads the Veterans of Foreign Wars of the U.S., a veterans' service organization that includes more than 70,000 Afghanistan and Iraqi war veterans among its 1.7 million members.

"We have an all-volunteer force that has accomplished everything asked of them," said Lisicki. "We need to reward them for their service by helping them to reintegrate back into society with an educational package that meets today's cost of tuition. I join with the leadership of Congress and my fellow veterans' organizations to say that S. 22 is the right bill at the right time."

  • Educating America’s Newest Greatest Generation

By George Lisicki and Paul Rieckhoff
On his first day in office, Sen. Jim Webb (D-Va.) introduced the Post-9/11 Veterans Educational Assistance Act (S. 22) to update a 20-year-old peacetime GI Bill with 21st century realities. Yet now, 15 months later, only half the Senate and one-fourth of the House have endorsed the legislation

As the leaders of America's oldest major veterans' organization and its newest, we must ask, “Why?”

  • VFW: Success in Iraq Not Based on Timetables

WASHINGTON, April 10, 2008--The national commander of the nation's largest organization of combat veterans fully agrees with President Bush that much progress has occurred in Iraq over the past 15 months, and after two days of testimony by America's top general and diplomat in Iraq, he believes lawmakers in Congress are also starting to realize that, too. But one thing George Lisicki is adamantly against is another call by some politicians to again force artificial troop withdrawal timetables on military commanders in the field.

"It is impossible to simultaneously fight an enemy to your front and politicians in your rear who are more focused on political gain than winning a war," said Lisicki, who leads the 2.3 million-member Veterans of Foreign Wars of the U.S. of its Auxiliaries. "We all want the war to end, but how it ends is also important."

  • McCain: Early Withdrawal from Iraq Irresponsible; Would Result in Horrible Consequences

KANSAS CITY, Mo., April 7, 2008--In a speech before the Veterans of Foreign Wars, Sen. John McCain (R. Ariz.) chided political leaders who are calling for an early withdraw from Iraq the “height of irresponsibility and a failure of leadership.” Leaving, he said, might be the easier course of action, but the “consequences would be horrible.”

McCain admitted the American people are frustrated by the mistakes made in the war in Iraq, but America must be patient and support General David Petraeus.

  • VFW Pledges $1 Million to Build Vietnam Veterans Memorial Center

WASHINGTON, April 1, 2008--The Veterans of Foreign Wars (VFW) of the United States has pledged up to $1 million to help build the Vietnam Veterans Memorial Center, a visitors and education facility being built on the National Mall, announced Jan C. Scruggs, founder and president of the Vietnam Veterans Memorial Fund.

VFW is the first veterans’ organization to pledge financial support to the Memorial Center. The organization plans to raise the money over the next three years through its more than 8,000 posts and 1.7 million members worldwide.

National Commander Quotes

The following quotes are from VFW Commander-in-Chief George Lisicki, a Vietnam combat veteran from Carteret, N.J.

Educating America’s Newest Greatest Generation

"A wartime GI Bill awaited America's Greatest Generation to recognize their service and to invest in their potential. So why can’t those who tout today’s military men and women as America's Newest Greatest Generation pass a new GI Bill for the 21st century?"

S. 22, the "Post 9/11 Veterans Educational Assistance Act."

"A new GI Bill for the 21st century must be passed. "We have an all-volunteer force that has accomplished everything asked of them. We need to reward them for their service by helping them to reintegrate back into society with an educational package that meets today's cost of tuition. I join with the leadership of Congress and my fellow veterans' organizations to say that S. 22 is the right bill at the right time."

VFW to Congress on Veterans Care

We are here to make sure that Congress fully understands that 'veterans matter and if Congress can’t afford to take care of veterans, then Congress should quit making them."

Success in Iraq Not Based on Timetables

"It is impossible to simultaneously fight an enemy to your front and politicians in your rear who are more focused on political gain than winning a war," said Lisicki, who leads the 2.3 million-member Veterans of Foreign Wars of the U.S. of its Auxiliaries. "We all want the war to end, but how it ends is also important."

FY09 VA Budget Proposal

"Overall, we are pleased with the recommended $1.7 billion increase in discretionary funding. However, we point to serious funding shortfalls in critical areas such as medical research and construction, and will work with Congress to see that these programs are fully funded so that no veteran is denied service.  The administration's proposal is a good start; now it is the responsibility of Congress to ensure the final budget is approved on time, and to guarantee that the final amount is what is needed to care for our veterans of past, present and future."

FY09 VA Budget Proposal and VA Copayments

"The VFW vehemently opposes a recommendation for separate legislation to create annual enrollment fees – ranging from $250 to $750 – for nonservice-connected disabled veterans in Categories 7 and 8, and to increase their pharmacy copayment fees from $8 to $15 per 30-day supply per prescription. Lisicki said this would place an intolerable burden on many veterans in need of care, some of whom would be unable to afford the fee increases."

Iraq War

“The war in Iraq has divided the American people, but the bottom line is our nation does not go to war to lose. That is a message that must be communicated to our troops, reinforced in our allies, and sent with deadly accuracy to our enemies.

“I believe the great majority of Americans want these terrorists rooted out and defeated permanently. I also believe the majority wants us out of Iraq, but only if it doesn’t leave the region in flames. The question we must ask ourselves is ‘How do we achieve both goals?’”

War in General

"President Kennedy said the path we have chosen for the present is full of hazards and that the cost of freedom is always high … but that there was one path that we would never choose … and that is the path of surrender or submission.

"We who have seen the horrors of war know the sacrifices that today’s warriors and their families are making to keep this nation free and our enemies at bay."

Veterans Impact on Capitol Hill

"We are speaking on behalf of all of America’s 24 million veterans, all of her 2.2 million servicemembers, and all of our families.  Our military … our spouses … and our adult-aged children add up to 75 million Americans … or one-fourth of the total population of this great country. No elected official can ignore this military population."

VFW Commitment to Troops

“The Vietnam generation was blamed for losing its war because the American public could not disassociate the politics of the war from the warrior fighting the war. The VFW will absolutely not let that happen to another generation of servicemen and women.”

"The VFW has always stood up for our nation and those who wear the uniform.

"The VFW and its Ladies Auxiliary are volunteering by transporting sick and disabled vets to and from their medical appointments. You're showing great compassion. You're supporting the men and women who serve today. Some 1,500 VFW posts have adopted military units deployed in Afghanistan, Iraq, and other distant theaters.

"You've distributed more than 3.5 million pre-paid calling cards to our deployed forces. You've sent thousands of care packages to our troops in the field. You've helped the families back home with groceries and home repairs, and other necessities. America respects our military and their families. I thank you for showing that respect every day."

President George W. Bush
